Mr Carter also said that most people spend their money gradually over the years and may for example move to a new house later.
It comes as the search for the owner of a winning lottery ticket bought from Three Rivers worth £ 10,000 per month for 30 years continues.
The ticket won first prize in the Set For Life draw on May 6, matching the five main numbers of 2, 7, 25, 40 and 46 and the Life Ball of 4.
Saturday June 5th will mark 30 days since the draw and is the deadline for anyone not in possession of the ticket, for whatever reason, but who believes they have a genuine complaint to make one in writing to Camelot.
